From 4th to 6th November an international seminar which was a part of the ABLE project was held in the Library. Bob Anderson – a manager of the ABLE project and Lora Hamilton – a member of the organization committee attended to the event.
The ABLE project began in November 2003. It was sponsored by the US State Department. On the grounds of Bulgarian experience in the field of Public Libraries it presents the libraries as modern community information centres.
A lot of discussions about the future of the project, meetings with local representatives as well as visiting famous landmarks of Varna were included in the agenda.
A presentation of the scholarships given by DAAD for 2008 was organized by German Reading-room.

A presentation on ''War between Cultures: Differences Between American and European Values'' was held in the American Reading-room. The lecturer was David Siefkin – a public affairs officer in the US Embassy in Bulgaria.
The US Embassy presented its work with Bulgarian schools and libraries, textbooks and ways of support for the Bulgarian teachers.
The German reading-room held a seminar on „Tendenzen der gegenwartigen Wortschatzentwicklung im Deutschen".

A presentation on ''Applying in Germany'' was organized by German reading-room. Undergraduate Students were shown the opportunities for applying in Germany since Bulgaria joined the European Union.

German reading-room together with Oxford Center Bulgaria organized a seminar for teachers in German on „Leistungsmessung der Fertigkeiten Lesen und Schreiben - nach dem Europaeischen Referenzrahmen Niveau B1“.

A training workshop on the information host Ovid Technologies, was held in the Library. There were presented INSPECT databases, which contains information at level of technical science and conterminous domains. The librarians and information specialists as well as active users of electronic information (tutors and students from universities in the city) were attended at the workshop.
A trainig workshop was organized by “Pencho Slaveykov” Public Library – Varna in the town of Silistra. The theme of the workshop was “Contemporary image of public library – culture institute and information center”.
German Reading-Room was a sponsor and diseur of combined methodical training seminar with PONS publishing company for teachers of German as foreign language.
A seminar on subject ”Building the Community Information Center. Successful practices” was held in the Library.
The 14th National Conference of the Union of Librarians and Information Services Officers “Libraries and changes in the current Bulgarian legislation” was held in “Pencho Slaveykov” Public Library.
National conference “Library, reading people and challenges of 21st century” was held in “Pencho Slaveykov” Public Library.
The conference was continuation of already held working meetings, inquiries, and seminars related to the book, library problems, new technology, readers’ selection, and interpretative abilities.
A national working meeting on subject “Social responsibility of public libraries and their part in democratic community” was held in the Library. The co-organizers of the event were: Union of Librarians and Information Services Officers in Bulgaria, “Pencho Slaveykov” Public Library – Varna, and the American center – Sofia.
Within the meeting was presented the ULISO participation in PULLMAN project, results of the project “Sister Libraries: partnership of Bulgarian libraries and American libraries from Colorado ”, and were discussed initiatives for the part of public libraries in Bulgaria, for extending the access to the information in democratic society.
National science conference “Art and Media” was held in Varna Public Library, with sponsors “Chernorizec Hrabar” VFU– faculty “Art, Culture and Mass Media”, “Pencho Slaveykov” Public Library, and “Open Society” Club – Varna.
“The book – between the tradition and modern technology” was the theme of conference and concomitant demonstrations of programming products in the area of book distribution, library software and multimedia systems.
The manifestation was combined with PC-TM Ltd., National Center for the Book at Department of Culture, and Association of Public Libraries.
